pros and cons of Captive!

hello,
I am a college student , studing (Introduction to Risk & Insurance) for this course.

the teacher asked us to write a research parer about (captive insurance) i have found some informations i need,

but i want to discuss with you some points that i didn't understand,

first,Where are captive insurers based and why?

second, What are the pros and cons of captives? i mean why do some peple are against captive insurance?

Some reasons why some one would not form a captive are:

* They do not have sufficient risk exposure or premium costs to warrant a captive
* They may not qualify pursuant to IRS rulings
* It is too expensive to form

Captives can be formed in jurisdictions throughout the world including many states in the USA

In regards to where you can form a Captive, laws in Indiana have really tightened in the past five years. I have scene my bottom line suffer a 23% decline during this period.
